Anchor text is using a descriptive phrase to link to a web page.
As in my sig below I use "First page SEO results" as the link instead of http://dotcom-productions.com/cms/seo-results.htm

Doing this gives the search engines more context to use in their ranking of pages than a straight link.

It is done by using code like

< a href="http://dotcom-productions.com/cms/seo-results.htm">First page SEO results.< /a>

where the hidden link follows the a href= and is in-between quotes and the visible text link is after the first > bracket.
