Obviously time is about prioritizing. Like everything else in life you have to ask: what is important to you? In this case maybe what is important to your boss :)
If someone elses priorities are affecting you, you have to "sell" your ideas. Countless books has been written on this subject. One of the best is still "How to win friends and influence people"
If it is only your own time being spent on someting else, I guess it is not important to you!
